EXECUTIVE VICE PRESIDENT’S COLUMN
By Vincent J. Squillace
Executive Vice President
Vetoes, stormwater and codes
Recently received a call from a member asking how long the General Assembly has to override a governor’s veto. The correct answer is; until the end of the current legislative session; which is Dec. 31, 2026. Long time huh. The question came up regarding three vetoes of recently enacted property tax enactments. The House overrode one of the three. The Senate is expected to do the same later in August as both House and Senate must override the veto by a three fifths majority vote.
We have been invited by officials from Lucas County, along with our local, the HBA of Toledo, to consider ways to ease seemingly harsh enforcement of EPA stormwater requirements (construction runoff permit). Kudos to the Lucas County officials who agree the harsh enforcement is thwarting their efforts to enhance development opportunities there. We have engaged the Ohio EPA to determine if some common-sense solutions are needed.
This first appeared as something I thought stranger than fiction. The state of California passed a law banning building code changes for a number of years. Helpful yes, but in my view, they should have repealed the rules enacted over the past twenty years which positioned that state the most unaffordable place to buy a home in the nation.
Recognition of the acknowledged housing deficit continues, but now with some reluctant admission that regulations just may be at the center of the what may need to be corrected.
Our advocacy here centers on many of those issues. We continue to shine some light of reason on how some adjustments to current practices could open a few doors of opportunity to attain home ownership. We need your input, experiences, and involvement in moving the needle in a positive direction.
By the way, next up is the court ordered redrawing of all Ohio congressional districts. Should be completed by September.
Always something buzzing in Columbus.
